Dear Fresno County Board of Supervisors:
Please include this email in the official record for the September 14, 2026 Budget Hearing under Agenda Items 1 and 8.
I am asking the Board to make spay/neuter and community-cat population control a clearly funded priority in the FY 2026–27 County budget.
The County's Recommended Budget provides approximately $6.1 million for Animal Control Services and specifically states that County animal services include a community cat program and a spay and neuter outreach program.
However, the budget does not clearly identify how much funding is actually dedicated to these prevention programs or how many sterilization surgeries the County expects to provide.
The City of Fresno's proposed budget identifies $125,000 in anticipated Fresno County matching revenue for the City/County Sterilization Collaboration.
Please provide transparency regarding the County's current spay/neuter investment and establish dedicated funding for high-volume, low-cost spay/neuter services through qualified community partners.
Preventing unwanted litters will reduce shelter intake, save taxpayer dollars, and improve animal welfare throughout Fresno County.

What Fresno County's Own Budget Says
$6,105,406 - FY 2026–27 Animal Control Services Budget
Fresno County's Department of Public Health oversees Animal Control Services and its agreement with Fresno Humane Animal Services.
The County's Recommended Budget states that Animal Control Services include a community cat program to address the feral cat population and a spay-and-neuter outreach program to reduce the unwanted pet population.
Yet the budget does not separately identify how much of the $6.1 million is dedicated to spay/neuter or community cat population control.
THE QUESTION
How much of Fresno County's $6.1 million Animal Control budget is actually being invested in spay/neuter and community cat prevention?
The City Budget Shows a $125,000 County Contribution
The City of Fresno's FY 2027 Budget anticipates $125,000 in Fresno County matching revenue for the City/County Sterilization Collaboration.
The City's total appropriation for that collaboration is $350,000.
We are asking Fresno County to clarify whether $125,000 represents its total contribution to the collaboration and to identify its total investment in spay/neuter and community-cat population control.
ASK FRESNO COUNTY TO INVEST IN PREVENTION
Dedicated spay/neuter funding means fewer unwanted litters, fewer animals entering shelters, and better use of taxpayer dollars.
